Add a way to earn specific room-achievements from an Achievement Chip and that can be shown on the This Room tab (This Room > Achievements)

For the chip, have it give 2 Inputs, Player ID and Set as well as an Output that outputs the PID when a Set Signal is sent with a PID, configuring the chip lets you change the name, description and amount of points for the Achievement. Stat would be persistent, but can't be called back. Earning an achievement happens only once and can't happen again. I feel like this could make for some cool stuff.
